Description/Abstract: Reverend Gilbert Morgan wrote this report to establish the principles upon which the common school law should be established, and plans for the practical implementation of the law. The committee planned to sustain a successful public school system in Pennsylvania. Howard Rocks, a former TC student and instructor, used this information to write his dissertation on the history of education in Pennsylvania.
