Description/Abstract: Eli Rapp, the County Superintendent of Public Schools in Berks, Pennsylvania, delivered this address at Womelsdorf during the summer of 1923. Rapp discussed the educational history of the Tulpehocken settlement. Howard Rocks, a former TC student and instructor, used this information to help write his dissertation on the history of education in Pennsylvania.
