Description/Abstract: Soaring Medicaid costs remain unchecked. A court mandate for huge school-fund hikes remains unmet. And other long-term relief requests by the city remain ignored. Still, officials of the fiscally strapped city saw benefits to yesterday's state budget deal. The agreement to cancel a planned sales tax cut and keep the levy on clothing items costing less than $110 means $161 million more in city revenue than earlier planned. In addition, the state Assembly reported that the city will receive a $57.3-million hike in school aid above the $5.94 billion in last year's budget.
