Description/Abstract: For the first time in 21 years, state lawmakers yesterday met their April 1 deadline in approving a school-aid package that includes an extra $107.6 million for the Island's public schools next year. That's $11 million more than this year's increase and - better yet - it was adopted more than four months earlier. The result: Long Island homeowners should have a clearer picture of what their tax bills will be when they vote on school budgets next month.
