Description/Abstract: For the first time in 20 years, local superintendents and school boards can formulate budgets that present a full picture of both revenues and expenditures. On May 17, when voters decide whether to approve the budgets for their local school districts, they will have accurate information about how much state aid has been allocated and what the tax levy will be. ''This is good news for school boards and taxpayers because we're no longer guessing,'' said Rich Hawkins, the superintendent of the William Floyd school district. ''The public will finally have the opportunity to vote on something that is not speculative, but realistic.''
