Description/Abstract: The most relieving aspect of Yonkers Mayor Phil Amicone's proposed $750.2 million budget is that there won't be a repeat of the sweaty December 2003 news conference at which city and state officials pledged to try to to avoid massive new layoffs and program cuts that occurred anyway a few months later. Amicone's budget, which funds both the school district and municipal services, offers temporary respite from the school-funding crises of recent years, although it does not bring back any of last year's cuts. That is mainly because the state passed a budget on time this year for the first time in two decades. That precluded the city's option in recent years of leaving a gap on the education side and demanding that the state fill it when it finally decided on school aid.
