Description/Abstract: This report develops a Financial Condition Indicator System (FCIS) with 50 measures of financial conditions in New York School Districts. The FCIS is designed to be a modular to identify districts facing potential short-run and long-run financial crises and to evaluate the magnitude of the fiscal challenges facing state and local governments.
