Description/Abstract: Gov. Pataki proposed an $83.6 billion state budget yesterday that he said would insulate New York against economic downturns while increasing state spending by 5.3%. Calling the budget "prudent," the governor said it would keep the state on an even keel in the event the economy worsens. A rainy day fund would be created by setting aside $1.4 billion from the current surplus to protect against revenue shortfalls.
