Description/Abstract: Gov. Pataki called his budget plan "prudent" with a rainy day fund in case the economy worsens. The fund would be created by setting aside $1.4 billion from the current surplus to protect against revenue shortfalls. Despite predictions of an economic slowdown, Pataki said the state still could afford to cut taxes by an additional $530 million, including $300 million aimed at sparking new jobs upstate.
