Description/Abstract: About half the school districts in the state got a total of $3 billion less than they qualified for under the state's complex distribution formula, the biggest losers including districts in Buffalo, Rochester and New York City, an analysis by The Buffalo News shows. At the same time, many of the wealthier districts in New York got $636 million more in state aid than they were qualified for, the News reported Sunday.
