Description/Abstract: Members of New York's State Legislature have seven weeks to come up with a way to provide New York City's students with ''a sound basic education.'' If they don't, a State Court of Appeals judge will do it for them. And even though the leaders in Albany profess not to want a school system run by the court, their actions say otherwise.
