Description/Abstract: With scant detail, typical of a State of the State address, Gov. George E. Pataki promised to reform how the state does business, touted economic development and crime fighting initiatives and generally painted his first 11 years in office as a glowing success. But critics were quick to point out that what the Republican governor did not talk about is as important as what he did. In his 69-minute speech, the governor did not mention the projected $6 billion deficit, the pending expiration of the Health Care Reform Act or the yet-to-be-implemented Help America Vote Act. And he danced around the Court of Appeals ruling that could send billions to New York City schools.
