Description/Abstract: Many New Yorkers have grown justifiably cynical over how little the state Legislature accomplishes in any given year. Indeed, the Legislature's inability to pass a state budget on time -- this is the 20th consecutive year that it has been late -- has come to symbolize Albany gridlock. But the budget is only one example of failure. Year after year, lawmakers posture on a range of important issues, such as Rockefeller Drug Law reform, mental health parity and cameras in the courts. Posture, that is, without ever taking action.
