Prof. Dougherty's current research is focused on state policies affecting access to, and success in, community colleges by minority and low-income students. The project, which is being funded by the Lumination Foundation for Education, is interviewing community college policy makers in all 50 states. In the past, Professor Dougherty has done extensive research and writing on the historical origins and impact on students of community colleges, the performance accountability movement in higher education, the role of higher education in economic development, and reform movements in elementary and secondary education (especially school choice, charter schools, and performance standards).
